And in First Contact the Queen herself claimed that she has encountered resistance from hundreds of species and now "they are all Borg."

Plotline

When Neelix is killed, Seven uses Borg technology to revive him after many hours. But Neelix is shocked to the core by the revelation that his peoples version of heaven doesn't appear to exist.
