When Harry and Kim are trying to fix the program, they claim that it is easier to do it from the holodeck itself than from the holo-lab. There's no reason this should be so, except that it gives the locals a chance to catch the two officers and so continue the story.

Plotline

When Toms Fair Haven holoprogram begins to malfunction, the residents become aware that the visitors to their town are not what they seem. Unfortunately, the explanation they choose puts Harry and Tom in danger and threatens Janeway's relationship with her holographic boyfriend Michael.
