Why does Ro wear her earring on the left ear when every other Bajoran in history wears theirs on the right? And why don't regulations allow an earring when they do allow Worf's big sash?

This is our first sighting of Bajorans in Starfleet.

In the original script it was the Romulans who occupied Bajor. Rick Berman felt that the Romulans had been over-used, and remembering The Wounded, decided to have the Cardassians be the occupiers instead.

A disgraced starfleet officer is released from prison to assist Picard in hunting down a Bajoran terrorist group, but all is not what it seems.
